Completed research projects in 2009Drafting legal acts and other regulatory documents for cultural sector R№ 0104U008547 Within this study, several culture-related legal acts were designed and presented for the consideration of the Ministry of culture and tourism, in particular: new version of the Law On Culture; draft laws on amendments to a number of acting legal acts (Law on Touring Performances, Law On Theatres, Law On Museums, Law On Libraries), and several by-laws under these acts; draft Law on Art Donations; amendments to the acting legal acts that regulate charitable activities; draft Regulations on Presidential grants for implementation of art projects by young artists; new version of the Instruction for managing ticket sales in performing arts organizations; draft Recommendations for accounting stage props in theatres and concert halls; recommendations for generic lists of staff for circus companies; draft norms for standardization of provision of cultural services by public cultural organizations; proposals for amendments in the Formula for distribution of inter-budget transfers of funds for cultural purpose from state budget to regional budgets; draft Regulations on periodical professional tests for workers of artistic vocations in public cultural organizations; drafts of several other regulatory documents for various types of public cultural organizations. Drafting regulatory documents on labour safety and fire protection in cultural institutions R№ 0104U008548 The situation with regulatory basis for labour protection in cultural sector was analyzed. As a result of this, a number of regulatory acts on labour protection was drafted and proposed for government approval, including 'Labour protection regulations for theatres & concert halls', 'Labour protection regulations for museums', 'Labour protection regulations for circuses' etc. Major tendencies in the development of mass culture in contemporary Ukraine in the context of globalization R№ 0105U006746 The study overviews contemporary tendencies in mass culture, its specific features and its role both in Ukraine & elsewhere, within the context of globalization. The way the makers of contemporary mass culture use Ukrainian history, folklore and ethnographic material as well as symbolic resources of national high culture, especially music, is analyzed. The phenomenon of 'popularization' of religious practices for mass culture purposes is also studied. Other subjects of study are: advertisement as part of mass culture, remaking of classical art works and so-called midcult as significant elements of contemporary Ukrainian mass culture. Analysis of the statistics from cultural institutions in the regions, preparation of generalized statistical reports on activity of community culture centers, culture and entertainment parks, leisure centers and zoos R№ 0106U009561 Analysis of recent official statistics on the activities of public cultural organizations in Ukraine (culture clubs, leisure centers, leisure parks, zoo gardens) was accomplished. New forms for statistic accounting were developed that correspond to current legislation, to replace outdated ones, as well as manuals on how to fill the new forms. Major tendencies in the development of public cultural institutions were studied, in particular the trend of so-called optimization of the network of cultural institutions. A study of culture transformation and ways of implementation of the new role of culture in the social and economic development of contemporary Ukraine R№ 0108U002355 Processes of cultural transformation in contemporary Ukraine and the role of culture in its social & economic development were studied. Analytical survey "A Study of Problems of Cultural Transformation and Implementation of Culture's Key Role in Sustainable Development of Contemporary Ukraine', with concrete policy recommendations, was prepared & supplemented with draft Law On National Cultural Product meant to ensure the key role of national culture in the shaping of Ukraine's cultural & informational space. Monographic research R№ 0109U005125 The monograph analyses the origins of leisure as a distinct cultural phenomenon; reviews its various scholarly interpretations proposed in the process of cultural development of the humanity; their influence on the formation of national models of leisure. The work describes theoretic and methodological principles of studying leisure as a cultural phenomenon; it analyzes the evolution of leisure practices in Ukraine; characterizes its specificities, contents and main trends. It also outlines fundamental problems that exist in the sphere of leisure and main tendencies of its development in contemporary Ukraine. Social and cultural aspects of the activities of leisure parks in Ukraine. Monographic study R№ 0109U005127 The study reviews and generalizes socio-cultural aspects of the work of leisure parks in Ukraine since 1990s till today. Historic and socio-cultural factors in the development of the existing network of leisure parks were studied, the experience of its work in Soviet period was analyzed as well. Theoretic and methodological principles of managing the activities of leisure parks were substantiated, a typical functional structure and main types of their services proposed. Key tasks for state policy with regards to development of the network of leisure parks were proposed, theoretical models for the functioning of leisure parks in contemporary Ukraine were designed. Methodical recommendation of the systemic language policy for cultural institutions R№ 0110U000287 The accomplished study resulted in the analytic survey “The experience of design and practical implementation of state language policy in Ukraine” which summarizes the experience of design and practical implementation of state language policy. The national legislation on language use and main tendencies in language use in Ukraine were also analyzed, concrete recommendations for improvement of language policy in cultural sector were drawn. A collection of sectoral legislative acts related to language use was also prepared. |
